WHAT IS REALIZE TROY? 

Realize Troy is a broad based community planning initiative that will result in the creation of a new Comprehensive Plan for the City of Troy.  The Comprehensive Plan will be developed through significant public consultation and it will establish a clear community based vision and set of action strategies to address both the current and future needs of the City for the next 20 years.  The planning process will occur over the next 18 months and conclude at the end of 2015.

WHAT IS A COMPREHENSIVE PLAN? 

A comprehensive plan is a well-considered and inclusive plan that addresses a wide range of current and future planning issues for the betterment of the community.  The plan will establish goals, objectives and policies for the immediate and longer term enhancement and development of the community.  It will address land use and development intensity, population, demographic and socio-economic trends, housing conditions and needs, cultural and environmental resources, infrastructure, economic development, and other areas of significance to the community.  The plan will consider the regional context and propose methods and actions to meet plan goals and objectives.  New York State statutes require that zoning laws be adopted in accordance with a comprehensive plan.

WHY A COMPREHENSIVE PLAN?

There are many benefits associated with the development of comprehensive plan. Through a combination of technical investigation and broad based public input, the comprehensive plan process will identify short and longer term community needs, and reinforce broadly supported community goals.  This will help create a blueprint for future government actions to address community needs and best achieve the goals of the plan.

WHY HAS THE CITY CHOSEN TO UNDERTAKE A NEW COMPREHENSIVE PLAN NOW?

The City’s current comprehensive plan was developed in 1962.  It is out of date and no longer relevant as a useful planning and policy tool.  Many of its recommendations do not reflect contemporary community needs, challenges and opportunities.  The city needs an updated and relevant comprehensive plan to provide a basis for land use regulation and zoning.  The city can also benefit from a planning process that includes a critical assessment of contemporary community needs, assets and challenges, while encouraging broad community dialogue aimed at exploring new opportunities and ideas capable of bringing improved prosperity and quality of life to the city.

HOW WILL THE COMPREHENSIVE PLAN BE CREATED?  

The Comprehensive Plan will be created through an inclusive and transparent process involving multiple and diverse opportunities for the community to participate in plan formation.  The plan will be grounded in an in-depth understanding of existing conditions, demographic projections and technical analysis to identify community needs and factors effecting how the City is expected to change over the coming decades.  This process will identify mechanisms to address these community needs, and will outline opportunities which can be harnessed for community improvement.  The process will integrate an understanding of existing plans and studies and community objectives to inform the development of a broadly endorsed vision for the City.

WHAT TYPES OF THEMES OR TOPICS WILL THE COMPREHENSIVE PLAN ADDRESS?

The Comprehensive Plan will address a range of themes that are important to a healthy and successful city.  These include the environment, the economy, neighborhoods and housing, education, mobility, open space, recreation and culture, social well-being, land use policy and planned and current development, infrastructure needs, the downtown and the waterfront.  The planning process envisions public input at many points in the process to refine policy directions for each of these thematic areas and to advance the content of the plan.  Public input will be collected through a variety of mediums including a ‘City Summit’ where members of the community will gather over the course of multiple days to discuss the City’s key city strengths, challenges, opportunities for the future, as well as provide input on the city building themes outlined above.

WHAT OTHER STUDIES ARE OCCURRING IN CONJUNCTION WITH THE COMPREHENSIVE PLAN?

As part of the Comprehensive Plan process, a Downtown Economic Development Strategy (DEDS) and a Local Waterfront Revitalization Plan (LWRP) will be developed to ensure that these important and unique assets can best be positioned to deliver new social, cultural, recreational and economic opportunities to the broad community.  These studies are occurring under the overall umbrella of the Comprehensive Plan and are partially funded through New York Department of State granting programs.

WHAT GOALS, OBJECTIVES OR PRINCIPLES HAVE BEEN ESTABLISHED TO GUIDE THE OVERALL PLANNING WORK?

WHAT IS THE PROCESS FOR UNDERTAKING THE PLAN?

The process for undertaking the Comprehensive Plan, DEDS, and LWRP is based on four phases of work outlined on the About the Project page.

WHO WILL UNDERTAKE THE PLAN?

The City of Troy has retained the expertise of a Consultant Team to undertake the development of the plan, outlined on the About the Project page.

The consulting team is well equipped to prepare the Comprehensive Plan and associated strategies. They have experience undertaking revitalization and downtown strategies, comprehensive plans and waterfront plans in urban and rural areas that have required strategic, effective and visionary strategies for accommodating long-term positive change for similar communities.

HOW WERE THE CONSULTANTS SELECTED?

The City of Troy used a two-stage process to select a qualified consultant team to prepare the Comprehensive Plan. During Stage 1, the City of Troy issued a Request for Qualifications for interested firms to submit their qualifications to undertake all three work streams.  The City received 15 Qualification submissions and shortlisted 4 firms who were invited to participate in Stage 2, the preparation of detailed proposals and cost submissions to undertake the work.

As part of Stage 2, interviews with the 4 short listed firms here held.   Following the interview and proposal evaluation, the Urban Strategies team was selected as the preferred consultant to undertake the Comprehensive Plan.   The City of Troy then worked with the consulting team to refine a scope of work for all three project streams.

HOW CAN I STAY INVOLVED?
